Planning of Huli District
Huli Industry and Dwelling District consists of the industrial area, which includes Huli Industry Park and High-tech Park, and the three dwelling districts in the south of Huli District. The planning area covers 2,189 hectares with the population of 150,000. The planning was completed in January, 1997 and put forward by Xiamen Institute of Urban Planning and Design.

Planning of Haicang New District
Haicang New District connects Caijianwei Mountain in the north, Jingkouyan Mountain in the south, Haicang South Industry District in the west, and Xiamen West Bay to the east. The total planning area is 19.5 square kilometers. With the previous successful planning ideas taken into consideration, this present planning puts forward the conception focusing on the construction of an inner lake with the function of flood control and sightseeing.
Planning of Haicang Xinyang West Industry District
Xinyang West Industry District locates in the northeast of Haicang Taiwan investors’ District, connecting Yingxia railroad in the north and Cai Jianwei Mountain in the south. It faces Maluan Bay to the east and connects Xiamen’s First Farm in the west. The total planning area is approximately 17.6 square kilometers. This district is surrounded by mountains in two sides and faces the sea in another side.

The main principle and target of this planning is by taking full advantage of its geographical position and the superior condition for port construction to build a great big port to support the development of Haicang Taiwan Investors’ District as well as the whole Xiamen city.
Planning of Haicang South Industrial District
Haicang South Industrial District locates in the south of Haicang’s Taiwan Investors’ District, south of Cai Jianwei Mountain.The total land area of the eastern industrial district is approximately 551.1 hectares, where mainly locate major port industrial programs mainly including petrochemical industry , metallurgy industry, and machinery.
