Xiamen implements new social credit code system

At present, new enterprise business licenses issued in Xiamen are loaded with the social credit codes and the old license will expire on Dec. 31st this year.

An official from the Xiamen Municipal Development and Reform Commission explained that identity card numbers are to be the credit codes of natural persons. What’s more legal entities, such as enterprises, institutions, public institutions and social groups, will get unified social credit codes according to relevant national documents and all of the credit information collected will be available on the system.

Up to Sep. 2nd 2016, 1503 institutions and 239,520 legal persons had got their social credit codes with a 100% enterprise-coding rate and a 72.11% enterprise-transcoding rate.

Xiamen has laid a solid foundation for the social credit system through constructing "a set of mechanisms, a set of codes and a set of laws". “A set of mechanism” stands for establishing a credit linkage working mechanism. “A set of codes” means the implementation of a unified social credit code system and “a set of laws” is a sound legal framework for the social credit system.

At present, Xiamen has built a unified credit information sharing platform in the city, making it the leading city in the entire province. The platform consists of "two networks, two databases, one table, one brace and two windows". Information can not only be accessed via websites, but also on service windows and bank personal credit self-inquiry terminals.

Citizens can search for their credit information on the website of "Credit Xiamen" (http://www.creditxm.gov.cn), which has registered more than 4.73 million visits and more than 4.77 million credit inquiries.
