13 XM reform practices go national
The National Development and Reform Commission recently announced the nationwide promotion of 13 innovative measures and experiences from Xiamen's comprehensive reform pilot program, along with 11 from Shanghai and eight from Shenzhen.
The 13 reform pilot experiences from Xiamen span five major areas: market-oriented factor allocation, mechanisms for scientific and technological innovation, high-level opening-up, business environment optimization, and social and spatial governance.
Highlights include the introduction of a flexible “mixed industrial land supply and land use conversion” mechanism, an innovative “inspection diversion” model for imports and exports, integrated full-chain services for rapid export of new energy vehicles, a new international legal service operational model, a “non-stop certification” reform for ships, an integrated employment services reform under the “One Matter, One Solution” framework, and digitalization of zonal ecological and environmental controls.
