Xiamen named best city for attracting talent

Xiamen City in Southeast China's Fujian Province has made this year's list of the "Most Attractive Chinese Cities for Talent" released on December 14th, marking the fourth year in a row that Xiamen has clinched the title.
 
Since the start of the year, in pursuit of advancing technological innovation, Xiamen has been vigorously cultivating a "4+4+6" modern industrial system and creating a first-class environment for an innovative and entrepreneurial workforce.
 
The city is accelerating the establishment of a development mechanism driven primarily by innovation, striving to turn itself into an ideal place where talent from home and abroad can live up to their full potential.
 
Widely recognized as the "most appealing Chinese city for overseas talent", Xiamen has launched a special initiative to attract high-caliber personnel from abroad. In so doing, about 3,000 international professionals have been recruited throughout the year.
 
Young people constitute the backbone of innovation and entrepreneurship. Xiamen has introduced a policy of 10 measures for postdoctoral researchers, offering support for the recruitment of young overseas scientific professionals by universities and research institutions.
 
Initiatives such as the Nanqiang Young Academics Forum, the Xiamen Tour for Doctoral Candidates from Overseas Prestigious Universities and the Ocean Negative Carbon Emissions Programme, have enticed more than 400 young scholars from across the globe to Xiamen.
 
Centering around talent attraction, cultivation, retention and utilization, Xiamen is advancing integrated institutional reforms of education, science and technology, and talent, refining talent evaluation and incentive mechanisms to foster new dynamics and strengths for the development of targeted sectors.
 
What's more, the city is encouraging companies to establish special positions to attract talent internationally. Support is given to these positions, which are directly placed in the talent recruitment plans of key sectors such as semiconductors, integrated circuits and new materials.
 
A total of 16 high-quality talent centers have been supported to independently evaluate talent, with 32 high-level professionals passing the evaluation as the first group. By deepening the reform of professional title evaluations, the city focuses on selecting professional technical talent in key industries such as big data, placing a greater emphasis on the candidates' capabilities and achievements through patents and new products rather than academic papers.
 
Xiamen has introduced and implemented 12 measures to foster a sound ecosystem for talent development, offering a comprehensive package of services covering children's education, housing, healthcare, transportation, cultural and leisure activities, to ensure the well-being of newly recruited talent. Subsidies for the living expenses of newcomers and free accommodation have been extended to talent from foreign countries as well as China's Taiwan, Hong Kong, and Macao regions.
 
The city has also taken active steps to facilitate applications for permanent residency certificates, covering 31 applications scenarios such as social security, healthcare and mobile payments, thereby assisting foreign talent to better integrate into the local community.
